Taylor's correspondent may be Octavian Blewitt, secretary of the Royal Literary Fund.
Written on stationery with letterhead: "Local Government Act Office, / 8, Richmond Terrace, / Whitehall, S. W."
Taylor appears to have dated the letter, but the date is illegible. Taylor worked for the Board of Health at the Local Government Act Office from 1858 until his retirement in 1872, so it is likely that this letter was written during that period, but this cannot be confirmed.
