Complaining that "as His House stands within that Circle where it has been thought necessary for the preservation of the public Order to place Guards to prevent the passage of Carriages - whereby He and his family have been prevented at sometimes going from Home & at others (which is worse) returning to his House; without subjecting his Horses to the danger of being stabbed by the Soldiers;" requesting a ticket which will allow them to pass and repass as needed to and from their house.
