Summary
Approving the appointment by the Commander in Chief of Major General Greene as Commander of the Southern Department; resolving that Baron von Steuben "Inspector Gen'l will be very useful in the southern Department, to which he is therefore hereby directed to repair;" resolving that "all the powers heretofore given by Congress to Major Gen'l Gates....are continued and vested in Major Gen'l Greene;" outlining the specific powers and responsibilities of Greene's command and granting him the additional authority "to negotiate from time to time Cartel or Exchange of Prisoners with the commanding Officer of the british army in that Department, provided such Exchange be not contrary to any general Direction of Congress or the Commander in Chief;" ordering that copies of this resolution be sent to the Executives of the States.
