James Chalmer was a London attorney and Ferguson's agent.
On the recommendation of Adam Smith to Lord Chesterfield, Ferguson accepted the position of tutor to Lord Chesterfield's ward, Philip Stanhope, 5th Earl of Chesterfield (1755-1815) with an agreement that he would receive an annuity of £400 during a tour of Europe and £200 for life following the tour.
This letter is part of a small collection of four letters from Ferguson to Chalmer concerning Ferguson's annuity from Lord Chesterfield, The letters were written between 1780 and 1794. See also MA 22892.2, MA 22892.3 and MA 22892.4.

Summary
Asking for his half-year payment of £100, due on the 29th of September, from Lord Chesterfield per their agreement; adding "Running more into Arrears may be inconvenient to his Lordship as well as to me & make him feel the inconvenience of this Business more as it may expose me to the loss of the Whole. I waited some time to pick up a Frank but it is not material as all these expences must necessarily fall upon me."
