Summary
Delivering a manuscript of his book; discussing the changes he has made, the dedication to the King and whether it should be worthy of being bound; explaining that the additions he made "are almost entirely in the chapter that begins at page 387. I believe you will find some novelty in the Substance of that chapter: among other things there is an examination of the opinion advanced by Dr. Smith in regard to standing armies. I have used him with great civility both because it was my inclination to do so, and because you have lent me his work and this let me to confute him."
