The recipient of this letter is not identified by Collier, however a note in the file by Janet Ing Freeman suggests the letter is likely written to Swinburne.
The reference to P.P. is to Collier's "The Poet's Pilgrimage" published privately and anonymously in 1822.

Summary
Apologizing that his thank you note for the "little Poem" had not reached him and saying he feels it likely "...my gardener's boy may be in fault. It was well worth thanks, and I re-thank you now. As for my P.P. I do not expect people to like any thing or any body in such uncouth antique attire. I never wrote it to be liked now; and, if it be good, as I confidently hope it is, its excellence will be acknowledged all in good time: if it be good for nothing let it be forgotten, and its author forgiven."
