Identity of recipient from a penciled note on a transcription of the letter; Richard Tilghman was a barrister and an American cousin of Sir Philip Francis; Tilghman joined Francis in Calcutta in 1776 and practiced at the Indian bar; he left India with Francis in November 1780.
