Summary
Noting that he has been "chiefly employ[e]d in laying before his Excellency General Washington and the Minister of War a State of our reduc[e]d Line as also of our Situation and Circumstances with Estimates of the necessary Articles for the Equipment of three regiments"; commenting on a law "exempting from military Duty any militia man who shall enlist a soldier during the War and deliver him at one of the Rendezvous in the State"; complaining about men who "enlist with no other View than to get the Bounty and desert"; adding that he expects a supply of clothing from Philadelphia soon; discussing his plans to send men to assist Greene; hoping that Col. [Edward] Carrington will arrive soon.
