Congratulating him "on the happy event of the delivery of the Princess of Wales"; discussing the various consequences of the birth; alluding to a "censure" he "incurred ... at Windsor"; explaining that he does "not presume to be an advocate for the conduct of the Prince of Wales," but admitting he has "defended him" and "will continue to defend him against the cruel and illiberal advantage taken of his situation after the necessity of his application to Parliament and the gross misrepresentations under which his whole character & conduct were tried & examined."
