Identification of Thomas Astle as the recipient is based on internal evidence. Burke spells his name "Astell" in the letter. See page 536 in The Correspondence of Edmund Burke, cited below, for additional information.

Mounted below an engraved portrait of Burke. There is a note in pencil under the engraving that reads "From Fulcher's Life of Gainsborough." This sheet was probably removed from the copy of the Life of Gainsborough in the Morgan's holdings (PML 196268-72).
Docketed: "Thursday afternoon / April the 10th 1794." There is no other date on the letter.
Summary
Asking Thomas Astle, keeper of the records in the Tower of London, about the records of the Lord High Steward's court: "He has been to wait upon him to know where the record of the Proceedings in the Lord High Stewards Court formerly acting out of Parliament & by a Jury of Peers are to be found. If Mr. Burke does not mistake Lord Cornwallis was tried 30th Ch. the second in such a Court. Mr B. does not know from whence the compiler of the State Trials had that which he has printed in his 3d Volume -- Mr. B. suspects there is some mistake in what is given to the Lord High Steward on the Judges opinions."
