Summary
Being a Circular addressing mistakes made by the Commissioners of Loans in the issuance of certificates for the purpose of transferring stock from one office to another; requesting that certificates with errors be returned to the holder, that the error be corrected and that they indicate on the back of the certificate the circumstances of the correction that they make; suggesting more circumspection by the loan officers in the process of issuance.
