Summary
Commenting on Lord Cornwallis's movements; mentioning the interception of enemy letters; speculating that Cornwallis "either expects to be made commander in Chief; or has further operations in contemplation in Virginia or Maryland"; speaking at length of his need for reinforcements in the South; cautioning Lafayette not to "detach until [he] can do it without hazarding too much in Virginia; for the enemy have a great advantage over [him] from the Geography of the Country"; reporting that the British "have hung one of our Militia Colonels" [Isaac Hayne], and adding that he has "published by proclamation [his] intention of retaliating" and written to Lord Cornwallis about the matter; writing that he hopes "Lord Cornwallis will disapprove of the measure as it militates directly with [i.e. against] the letter and spirit of the Cartel. But if he should justify it and the enemy insist upon this discrimination, it will open a door for great cruelties and much distress."
