Congratulating them on the success of the army in Virginia against Lord Cornwallis; expressing his hope that "this event will give some relief to the distress[e]s of the Southern states"; reiterating his army's urgent need for more ammunition; noting that "the frequent changes which have taken place in the ordnance department" have delayed the delivery of supplies; complaining of a lack of paper, camp kettles, shoes, leather breeches, and blank books to keep accounts; mentioning Generals [William] Moultrie and [Jethro] Sumner.
