Summary
Informing him that he cannot recommend Mr. Colqhoun as a Commissioner for the Dutch and Danish loans as he is "unfortunately confined in the Fort of Christiansted for a considerable debt which I am afraid from what I have learnt on the subject he will not easily liquidate;" adding that should the situation change in the future, he will recommend him.
