Summary
Remarking that the British fleet "continues masters of the Sea"; noting that Baron von Steuben thinks the French fleet has come to Cape Fear; discussing troop movements; noting that "the plan of the Ministry is to push the war to the Southward and not to the Northward," and wishing that Lafayette would "March [his] force Southward by Alexandria & Fredericksburg to Richmond which will be a point from which [he] can cooperate either with [Greene] or the Militia in the lower Country, as the movements of the Enemy may render necessary"; stressing that "every exertion should be made for the salvation of the Southern states for on them depend the liberty of the Northern"; explaining that he would like to prevent Cornwallis making a junction with [Benedict] Arnold; speculating that Cornwallis is moving his troops to Wilmington.
