Noting that General [George] Washington informs him that Rochambeau and the French army "have taken post in Virginia for the winter for the protection and security of the state" and "desires [Greene] to open a correspondence with [Rochambeau] for the purpose of communicating to each other all matters of intelligence of an interesting nature"; congratulating him on his "glorious success in Virginia" against Lord Cornwallis; giving details of his army's movement through South Carolina; mentioning that he is awaiting the arrival of reinforcements under General [Arthur] St. Clair; expressing his regret that the Comte de Grasse could not stay to help with the reduction of Charleston.
