Expressing his "peculiar satisfaction" at "the surrender of Cornwallis and the relief of Virginia"; adding that "the Eyes of the people of Great Britain must be opened from their late misfortunes"; saying that he is sorry the French fleet "could not be prevailed on to afford their aid in the reduction of Charles Town"; reporting that he has "obliged the enemy to retire to the capital of this State" [Charleston] by a "bold Manoeuvre."
