Congratulating him on "the success of Count de Grasse in the late naval engagement off the Chesapeak with the British fleet and also upon the success of the combined Armies in Virginia against Earl Cornwallis"; noting that "Count Rochambeau is to take post in Virginia for the Winter"; expressing his gratitude "for the timely intervention of our Ally for the succour of the Southern States"; writing that "the harmony and good understanding subsisting between the American and French Army, and between the latter and the Inhabitants affords the most prospect of a long and happy connection which we are bound to cultivate as well from matters of interest as from principles of gratitude."
