Summary
Speculating that the "surrender of Cornwallis and his Army will in all probability afford very considerable reinforcements to this Army"; guessing that the British Ministry "will ... make great exertion to hold their ground in the more Southern States," and emphasizing the importance of "maintain[ing] our advantages in these states"; discussing difficulties in obtaining supplies; recommending that North Carolina supply his army with "at least 3000 head of Cattle"; stressing that the troops have suffered from insufficient supplies, and asking [Martin's] legislature "to take measures to render them more ample"; requesting that he "take measures to make transportation more certain"; stipulating that the cattle should arrive "in droves from one to two hundred"; writing, "I have left nothing unattempted to give protection and afford security to the Southern States and if our success has not been as great as could be wished I hope it is to be attributed to the want of means and not of zeal in the Army. Let me intreat the Legislature therefore not to neglect us nor leave me to sink under a load of difficulties which may ruin the Army and distress your Country."
