Summary
Asking him to tell General Andrew Pickens that "the two Regiments he mentions had best be employed for the protection of the frontiers"; adding that he will need "the support of the frontiers" for "an attempt to drive the Enemy into Charles Town"; reporting that the president of Congress wrote to him "that the French fleet have had an action with the British" and have driven "the whole fleet into the Hook at New York."
