Saying that "Cornwallis has not yet attempted to escape thro' North Carolina, but when he finds he has Nothing to hope but only from that attempt, he may still be induced to try the experiment"; emphasizing that it is their "duty and interest ... to be in readiness to meet him, and prepared for the worst"; asking him to "let all the State troops be got together as fast as possible, & put under close & strict discipline, that they may be prepard for the most serious service."
