Congratulating him on the arrival of the Count de Grasse in Chesapeake Bay; informing him that General [George] Washington has arrived in Virginia; telling him that Lord Cornwallis may try to retreat through North Carolina to Charleston, and entreating him to "use every exertion to collect as large a body of militia together as speedily as possible" so they can "intercept his Lordship & frustrate his design."
