According to the accompanying typed memorandum by J.P. Morgan, Jr., the telegram was ultimately intended for Field Marshal [John] French, however "Delcassé sent it through the [British] Embassy because there was a certain amount of friction between Joffre and French."

Preceded by an explanatory note in the autograph of Lord Francis Bertie, British ambassador to France: "Written down by M. Delcassé at 6 pm Sept. 5 for me to telegraph to Sir E. Grey. F.B."
