Summary
Saying that his expectations for their success have been weakened by the Revolution of the 4th of September and that his "apprehensions are greater than my hopes;" saying that the failure of the negotiations at Lisle have "added to the strength of this Government;" reporting that the two Houses of Parliament made a "joint and unanimous address to the King" pledging "to support the Crown in the prosecution of the War..." adding "What another Revolution in France may effect; nay to what the corruption of those who are now in Power may lead them to agree, it is not easy to pronounce; but here there is every appearance of a firm and steady perseverance in the war."
