Summary
Acknowledging his "politeness" on receiving an earlier letter with suggestions for increasing the size of the Militia; outlining, in detail, "a plan for the erection of Telegraphs between London and Edinburgh, and the establishment of depots for artillery and warlike stores at Derby and Leeds and Warwick places altogether secure from the sudden attack of an enterprising enemy. I add a few hints preparatory to the establishment of a Supplementary Militia - a means which at the present very arduous crisis seems indispensably requisite for the safety of the United Kingdom; enclosing an outline for a plan to establish a "Supplementary Militia;" .
