Summary
Criticizing in detail a pamphlet by Edmund Randolph, Secretary of State, and Jefferson points out he takes positions on both sides of the partisan divide and is wholly inconsistent on the Jay treaty; acknowledging that the House, to which Branch was a member at the time, may want to vote on the substance of what is contained in the treaty, even if the Senate and president have already agreed to it.
