Commenting that he knows "the anxiety that must exist at Philadelphia...they deem peace in preference to war, but they will I trust meet the latter with unanimity and cheerfulness, in defence of real Liberty, and Independence;" adding he wrote "two Letters both in cipher to you and colleagues."
