Expressing concern for a recruiting provision that "is certainly much against men entering into the Line - and makes them Prefer going as Substitutes in the Militia - Which is, the provision from Countys for their Wives and familys, and while this continues no Man will enter for the Army while he can get a Bounty for the Militia, and his family maintain'd at home - which is of more consequence to a married Man than any Bounty...Seeing that recruiting partys have been stationed in this County for twelve months without enlisting more than two or three men - Besides such a provision falls a very heavy burden upon the Landed property alone!."
