Summary
Writing to correct an error in a previous letter relating to a conversation he had with Monsignor Zandadari; discussing the procedures, as explained to him, for the registration of rescripts in Holland and the distribution of patentes and Bulls to Burgomasters; commenting, from his conversation with Monsignor Zandadari, that "He confirmed by a variety of facts, his former statement of the good understanding subsisting between the Calvinists & Catholics in Holland & particularly mentioned the orders he had received from the Pope, to direct all his influence to support the established Government during the troubles excited by the Patriots in 1787 - & fomented by the Government of France - He said it was necessary to make a distinction between the Catholics of the united provinces depending on Rome & the Jansenist party at Utricht who elect their own Bishop & have no connection whatever with Rome;" suggesting that a system similar to the one in Holland "might be adopted with great advantage in Ireland;" adding that "In justice to this Government I must say that the Idea relative to furnishing a Quota of Troops for the defence of Avignon very early suggested itself to the Pope who still proposes to lay it before the congregation of state at their first assembly after the October vacance;"
