Summary: 

Saying "Sir Moses Montefiore, the Bearer of this despatch has signified to me his intention of proceeding to Persia in the hope of being of some Service to the suffering Jews in that Country, and I have to instruct you to give to Sir Moses every assistance in your power to enable him to carry out the object of his Journey."
