Summary
Concerning the appointment of three stenographers, "within a week after the commencement of the next session of Congress....to take & publish impartially & accurately the legislative subjects which may be submitted to the consideration of this House & the debates therein of the members respectively -- that provision be then made for compensating the persons so to be appointed -- and that they be severally ... by oath to a faithful discharge of the trust."
