The year of writing is not provided however the Irish Bills did come before Parliament in June 1886.
The identity of the recipient is not entirely clear however Mr. Cohen was present at the debate in June 1886 on the Irish Bill and Cohen & Lord Goschen served together on the Statistical Society of Great Britain.

Summary
Disagreeing as to the wisdom of attending a public dinner given the press of Parliamentary business; saying "You must really forgive me if I do not fall in at once with your wish. It is by no means certain that the Irish Bills may be [illegible] by the 16th of June, and whether they are dead or not the crisis with them be as acute as ever. Our parliamentary & other work will be extremely hard, and I know from long experience that, in such times, a long public dinner is to be avoided if possible, as it is certainly not rest. Acting on this view I have thus far declined all public dinners for May & June with the sole exception of the dinner of the Royal Academy."
