Summary
Concerning a shortage of provisions for the army; referring to his proposal related to the cows belonging to a Mr. Rutledge; saying "The Council are unanimously of Opinion if you think it at this Time necessary, that I shall order them to be killed, But are of Opinion the Milk of many of them would be of more Use for the Sick;" asking him to consult Doctor Ramsay and Captain Cattell and look at their "Original returns for the Search for Provisions;" giving his calculations on the supply of beef in the town if "divided amongst the numerous Families in Town is but very small indeed & will not altogether afford above 3 Days Provisions to the Army at most & we cannot think it an Object of any great Consideration. However we are all very ready to set the Example ourselves & give up the Whole or any proportion of our Stocks & endeavour to prevail with the people to do the same."
