Concerning a Mr. Devens who is "apprehensive that a Gentleman now in New York whom also you well know will get him superseded in favour of his own Friend in the Care f the Light House in this Harbour. The Light House I humbly conceive stands upon Land belonging to this Commonwealth, and cannot rightly be [illegible], but by the Authority of the State; or without the Consent of the Legislature. I beg you to consider this and form your own Opinion."
