Congratulating his friend on the "Laurels...with which Fame has so deservedly wreathed your Head;" discussing his arrival in Philadelphia to "clear my self of the groundless suspicions thrown upon me by Mr. Walton & Mr. Howley formerly Delegates for the State of Georgia who have mov'd Congress that an Enquiry may be had upon my Conduct for some matter that happened three years ago;" affirming the "unabating Zeal" with which he has "Exerted my self to serve my country."
