The salutation is "My dear Doctor." It is possible this letter was written to Benjamin Franklin with the reference to electricity.
The name of the Lord to whom he refers is unclear.
A penciled notation on the verso of the letter identifies the author as John Home. It is possible that this letter was written by Henry Home, Lord Kames who had a relationship with Benjamin Franklin and with Lord Bath and it is possible that the name of the Lord in this letter may be Bath.
