Summary: 

Concerning a rule regarding the appointment of Regimental Paymasters; saying 'Lord Palmerston does not seem disposed to deviate from the Rule which does not admit of Agents' Clerks being knowingly appointed Regimental Paymasters;" adding that it appears that more than a dozen have been appointed and an enquiry is underway and "whether the result will be such as to induce Lord Palmerston to change his opinion cannot now be known. If circumstances will permit I shall be most happy in accepting your obliging invitation at such time as you shall mention."
