Summary:

Concerning a Bill possibly related to the Universities Act; saying "I brought the subject of your letter before the Senate, but they one & all feel Jebb's objection to be an insuperable one. We know that the Government are firmly resolved to bring in a Bill & it seems somewhat strange, if not absurd, to ask them to do what they have distinctly announced their intention to do. We would gladly join, however, if that be thought desirable in an expression of satisfaction at the promise of a Bill, & of earnest hope that this Session may not pass without the long-deferred hope of legislation being realised. Indeed we have already given expression to this view in a Memorial to the Secretary for Scotland."
