Probably before 1867 when Hungary got separate recognition as Austria-Hungary (on one map here it is a large body called the Empire of Austria, which was established in 1804 as such).
Probably dates from before 1870 because the departements of Alsace-Lorraine are still named Haut-Rhin, Bas Rhin, Moselle. They were ceded after the Franco German War, 1870-71 and remained part of the Reichsland to 1902.
