Summary:

Expressing his displeasure at being denied the right to form a 2nd Batallion; saying he heard from London that the Army was to be augmented by raising new Regiments or adding Battalions to Regiments that only have one, "but the 84th not amongst them, & the reason given is that Gen'l Bernard cannot raise the men, after the proofs I have shown to the contrary for these last fourteen years, which are well known to the Duke of York & at the War Office, I should suppose no such reason as that could be given for disgracing me, for I must consider it as a disgrace being always set aside, when it is so publickly known throughout the Army my exertions have been great & successfull & I have been often told I ought to have a 2nd Battallion, at all events in common with other Reg'ts, perhaps in preference to some that have not sacrificed their own Pecuniary Interest in keeping their Reg't at all times complete...;" detailing his successes in recruitment and his frustration that he continues to be denied the right to form a 2nd Battalion; asking if he would speak with the Duke of York on his behalf; concluding "I am aware that it is common for all men to favor those they have gone through life with in habits of friendship, unluckily for me I have no intimacy with those at the Head of the Departments in the War Office."
