Summary: 

Encouraging him to make haste in "reinaugurating a loyal state government" now that Tennessee is "clear of armed insurrectionists"; reminding him of the impending presidential election, and noting that "it can not be known who is next to occupy the position I now hold, nor what he will do"; telling him that he should try to "get emancipation into [his] new state government constitution"; reiterating his support for "the raising of colored troops."
