Interpreting the existing law that concerns a pay raise for the clerks in the Land office; saying that it would not be inconsistent with the law for the clerks to be rehired at a higher pay with "Terms similar to what Clerks of their Capacity can attain in other offices and in proportion to their usefulness in the Land Office."
