Summary: 

Drawing shows the figure of John Bull addressing Chancellor of the Exchequer, Bonar Law, who stands before him with loads of rolled documents under each arm. Behind them on the wall hands a map of the British Empire, and at their feet lies a copy of the National News, with the headline, "8,000,000 po[unds?] a day."
